Watch what happens in a considered purchase. The buyer reads everything, asks around, compares, waits. From the outside that looks like interest building. It is closer to a person getting comfortable enough with the downside to move.

The company selling to them is doing something similar. Decisions wait on evidence, and the evidence tends to arrive after the buyer has already done something worth measuring. So both sides are being careful, and both have good reasons, and the careful behavior on each side reinforces the other.

Auto OEM industry shows this in three versions at once. Constrained supply and policy support in one region, a regulated transition in another, sharper price competition in a third. It does not depend on anyone having a good day. Research firms tell you  what is happening.
